The Federal Aviation Administration requires airports that receive federal grant money and meet certain other criteria to file a Competition Plan. The purpose of the Competition Plan is for the airport to demonstrate how it will provide for new entrant access and expansion by incumbent carriers. Depending on certain other criteria, updates to the Competition Plan may also be required. In accordance with these requirements, Tucson Airport Authority filed an initial Competition Plan in 2007 and an update in 2011 for Tucson International Airport. These documents are available here.
